I received the following note from DG about that “Chip and PIN” thingie:

Two choices.

Either click the bottom button on the page “Sorry my memory isn’t what it used to be” (no registration required, ever).

Or wait until tomorrow when that particular feature gets removed.

The security note is just a comment on today’s introduction of “Chip and PIN” on UK credit cards… it’s not normally there :o)
